Minutes of meeting held on October 6, 2010
Meeting opened at 10:18 a.m. by Vice-Chairman Tom Baltazar
PRESENT: COA members: Tom Baltazar, Lowell Nixon, Olive Nixon, Brad Noble, Jack Reed, and Susan Sanders. Others: Senior Center Director Margaret Crock, Manager Don Sanders, Linda Artruc, COA Alternate Earl Johnson, and Deb Tierney.
ABSENT: Bruce Plumley
MINUTES: Motion by Earl, seconded by Jack to accept the September 1, 2010, minutes was approved.
REPORTS:
OUTREACH WORKER – Debbie Tierney
Debbie reported on speakers and events which took place in September. On October 25th, the Registrar of Deeds for Hampden County will be here with staff to secure property deeds with the application of the Homestead Act that day. Interested parties should call the Registry of Deeds (413 755-1722) to learn what they need to bring with them for the process. • Judy Yaffee from Homewatch Caregivers was scheduled to speak on 10/4 but failed to appear. When reached, she suggested we hold a late afternoon or evening meeting so younger working seniors can be included. She asked that we contact Brimfield and Wales Senior Centers to invite their people, too. • There is a list of upcoming conferences, one of which deals with an opportunity to become a benefits resource center; something
to consider. • Brad reported that GSSSI approved the second year of her grant. Motion made by Brad that Debbie receive a 3% pay increase was seconded by Tom and unanimously carried. • Deb reports we cannot have a flu shot clinic here as it has not received appropriate approval. Earl will look into the problem.
SENIOR CENTER DIRECTOR: Margaret Crock.
In September, 817 contacts were made and 85 seniors were served. 335 attended the Center, 98 attended congregate meals. The balance Includes: Intergenerational activities (40), COA meeting (12), cards & games (83), exercise (101), senior tax work off program (18), Veteran’s agent (8), stained glass (34), meetings and activities (8), crafts (8), garden club and gardening (22), computer (12), speaker (22), phone calls (90). SENIOR TAX ABATEMENT PROGRAM: Margaret Crock
As of September 30, 2010, the Senior Center has used the program in the amount of $2,526.00, the Assessor’s office $68.00, and the Tax Office $168. Total YTD is $2,762.00.
PROGRAM COMMITTEE: Regular programs: Lunch is served every Monday as well as on the 2nd and 4th Wednesday of each month – reservations, please. Monday Veterans Services Agent at noon – reservations needed; Mah Jongg at 10:00 a.m.; Tuesday Stained glass classes at 10:30 a.m. to 1:00 p.m. and from 6:30 to 9:00 p.m. (Call Tom Baltazar at the Senior Center to register. Fee: $15. /month); “Gentle Yoga” from 11:00 to noon led by Joan Allen, (bring a mat), craft class at 1:30 p.m. with Linda Artruc; Wednesday 10:00 a.m. Arthritis Foundation exercise program with Eva Pittsinger, COA meeting on the 1st Wednesday at 10:15, Tai Chi at 4:00 p.m. with David Masera; Thursday Computer classes
at 10:00 a.m. with Linda Artruc – internet access, and craft classes with Linda from 1:30 to 2:30, and Cribbage from 12:15 to 3:00 p.m.
Weekdays: Card games, scrabble and puzzles available daily. We have some activities after 3:00 p.m. to accommodate those who work. On 10/19 Paul Bracciotti will be here to discuss community projects. On 10/25 at 12:45, Donald Ashe, Hampden County Registrar of Deeds will discuss the Homestead Act, among other things. At 12:45 on 11/8 Don Amason from Fallon Insurance will be here with updates. Friends of Holland Seniors is planning a ham dinner on 11/5 from 4:30 to 7:00 p.m. Tickets are $7.00. Plans for Christmas dinner are tentative for 12/15. On 1/7/11 there will be a Red Cross Blood drive. Tentative dates include 2/28 or 3/7 for John Procino, a storyteller, and 4/18 Richard Clark with “Great
Scott/Andrew Carnegie. Both of these will be funded by a Cultural Grant. Tea Party bills were presented. We may combine the Christmas Party with the birthday lunch.
FINANCIAL: Brad Noble, Treasurer
August report includes: Receipts: GSSSI $630.00, gifts totaling $275.00, and stained glass dues of $255.00. Expenditures: Telephone $67.95, Lois Dupre $276.30, exercise classes $75.00, Tai Chi classes $160.00, Yoga classes $360.00, trash pickup program $47.80, National Grid $98.29, lawn care $162.75, Osterman Gas $234.13, and salaries $2,153.35. Tom asked how we will handle fees for Tai Chi and Yoga after the grant runs out. Margaret states it has not been determined.
MANAGER: Don Sanders – Don reports he is waiting for the electrician to return. Osterman will cost $144/hr plus parts. They are coming on Friday 10/8. He will call Slim’s to get an estimate on cleaning the septic tank. It has been in place for five years.
Motion by Brad and seconded by Jack to accept the above verbal and printed reports was made and approved by the Council on Aging.
OLD BUSINESS: Motion by Brad, seconded by Lowell, to defer discussion of the MCOA umbrella policy until next month was unanimously carried. • Job description for COA Alternate was distributed. Motion to accept the job description for COA Alternate was made by Brad and seconded by Jack and was unanimously carried. • Tom reports that the DEP says a public well may be needed at the Senior Center due to attendance. When the Center was built, we were told by Paul Bracciotti that everything was in order, when they were actually aware it would be insufficient. Don states the matter was brought up at last night’s Selectmen’s meeting.
NEW BUSINESS: Discussion on adding a second alternate position was deferred. Our submission to the Finance Committee will consist of only one suggestion from the COA. This was decided after considering all suggestions submitted.
Motion made by Brad, seconded by Jack, to adjourn the meeting at 11:14 a.m. was approved.
